Information About Franchising

1. An agent who wants to negotiate with a prospective group client must first apply for franchise by submitting the Preliminary Survey Report (PSR) form and census list (name, birth date, position). For prospect companies with existing HMO provider, Utilization Report and plan specification must also be provided.

2. The franchise for the company must first be cleared by PhilCare Business Center.
Receipt of application for group/SA franchise is not a guarantee that the franchise has been granted.

3. For accounts with head offices in Visayas and Mindanao, an agent may file his PSR thru the Marketing Office in Cebu and Davao respectively. However, for accounts with head offices or branches outside these areas, the Regional Marketing Office must first clear the franchise with the Head Office before franchise is granted to the agent and before a proposal is issued.

4. If the franchise is clear; the account is franchised under the agent's name.

5. Upon granting of the franchise to an agent/broker, an Agency Sales Officer (ASO) will be assigned to assist the agent in group negotiation.

6. Turn around time for preparation of standard proposal is at least three (3) working days from the date of granting of franchise. For takeover accounts and customized proposals, however, turn around time is at least five (5) working days.

7. An agent is given a 60-day franchise to work on an account. After 60 days, the franchise will automatically expire without prior notice. There is no automatic extension of franchise even if account is actively being negotiated.

8. Prior to franchise expiration, the agent must fill-out the Request for Franchise Extension Form. Requests for an extension of franchise are subject to the Sales Department's approval. This will be based on the status of the agent's negotiations with the prospective account.

9. The agent will be given another 60 days to work on the account should his request fro franchise extension be approved. An agent/broker is allowed one (1) extension request only per account.

10. In the event that an existing franchise holder fails to secure the required list of prospective enrollees within a 60-day franchise, franchise of the account may then be given to the agent who is able to submit a listing.

11. No PSR shall be entertained from those who are NOT accredited with PhilCare except in cases wherein the prospective client has officially appointed said agent to transact business with PhilCare and required documents have been provided by the client to the agent.

12. In-house brokers and/or those brokers who have been officially appointed by a company for their health care transactions are automatically given franchise of the account.
